Despite beating both the Dragon and De Rol Le while offline (and on the same difficulty) I still have not unlocked the third tier of quests. Is this normal? Are we not able to convert enemy parts on this server? |

You must do government quests from Momoka in the office in multi mode to unlock more single player quests. |

Must be a blue burst change i completely forgot about. No wonder i couldnt get this result in google. Schthack spoiled... Until it did the opposite... |
